第一条 根据1994年2月17日修订的国家自然科学基金委员会资助留学人员短期回国工作讲学专项基金的实施办法发布以来形势发展的需要,特制定本补充规定。 第二条 为鼓励海外留学人员与国内国家自然科学基金项目承担者开展深层次和可持续的合作研究与学术交流,特设立留学人员短期回国工作讲学专项基金,择优给予经费资助,以支持海外留学人员在国内逐渐形成研究工作基地(简称“两个基地”模式)。 第三条 申请“两个基地”模式经费资助的海外
