Municipal People’s Government, provincial government departments, and agencies directly under the State Council: Since the implementation of the policy bankruptcy in 1997, a group of state-owned enterprises in Hunan, the central government, and provincial state-owned enterprises have exited the market in an orderly way by implementing policy closures and bankruptcy.
