“生态省”的含义及其提出的背景海南省是一个相对独立的地理单元,具有鲜明的海洋和热带特色,生态经济系统网络结构复杂。建设“生态省”就是在生态经济学原理、生态工程理论的指导下,采用系统论、控制论的方法,对海岛陆地生态经济系统、海洋生态经济系统、城市生态经济系统、乡村生态经济系统、文明开发的生态经济系统和原始落后的自然经济生态系统进行整体设计、综合控制和全盘整治,建立整体协调、高产高效的国民经济体系,以谋求最佳的经济、社会、生态的综合效益,谋求最合理的生产力布局和产业结构,实现全省社会、经济、环境的同步建设和协调发展。80年代末,我国一些地区已经开展了生态村、生态乡、生态县和生态市的建设,积累了丰富的经验,取得了突破性成果。90年代初,国家环保局拟在全国建100个生态示范县,目前已批准了57个,三亚市是我省唯一的国家生态示范市。为了加快实施可持续发展战略,国家环保局又进一步扩大了生态示范区域的范围,1996年又批准了湖南娄底地区和安徽池州地区作为全国地区一级的生态示范区。而作为省一级的全国生态示
