文件的质量如何,文件的政治思想和文字水平如何,取决于文件的制发者。在这一点上,文书处理人员是没有多少作为的。然而从技术方面说,文书工作对保证文件的质量却有着严肃的责任和不可忽视的作用。党和国家的每一个工作人员都需要经常看文件,而对各级领导干部说,看文件更是工作中一件不可缺少的事情。每一个文件都体现着它的制发者的一定的意图:或者传达党的方针、政策,发布指示,或者提出问题,通报情况,或者记载事件等等。总之,每一个文件都反映一定的指导思想,办理一定的事务,达到一定的目的。
The quality of the documents, the political thinking of the documents and the level of writing depends on the developer of the document. At this point, the clerical staff is not much.
