政府采购预算是部门预算的重要组成部分,其管理是政府采购管理的重要基础,也是实现财政精细化、科学化管理的重要方面。近些年,就如何深化政府采购预算管理特别是信息化管理得到各级财政部门的高度重视,且为理论学者和实践工作者所关注。新修订的《预算法》和新颁布的《政府采购法实施条例》对政府采购预算管理提出了新的要求,梳理采购预算编制、执行、监督环节存在问题,提出强化采购预算管理的对策,已成为当前规范采购管理的一项重要工作。
The government procurement budget is an important part of the departmental budget. Its management is an important foundation for government procurement management and also an important aspect of achieving financial refinement and scientific management. In recent years, attention has been paid to how to deepen the government procurement budget management, especially the information management, by the financial departments at all levels and for the theoretical scholars and practitioners. The newly revised “Budget Law” and the newly promulgated “Regulations on the Implementation of the Government Procurement Law” put forward new requirements for the government procurement budget management, sorted out the problems in the preparation, implementation and supervision of the procurement budget, and proposed measures to strengthen the procurement budget management. Become the current standardization of procurement management is an important task.
