国内外对棉花预警的研究鲜有涉及,棉花生产预警研究可为棉花的可持续发展提供技术支撑,为政府决策提供科学依据.本文根据所设计的新疆棉花生产预警指标体系,对新疆棉花生产的警情状况进行初步实证分析,并对未来警度做出尝试性的预报,最后提出了新疆棉花生产走出低谷的政策建议.
