在经过了近3年的论证和研究之后,2013年10月9日,俄罗斯总统普京批准了副总理罗戈津提交的航天工业改革方案。该方案主要包括以下几方面内容:一是将俄罗斯主要研制和生产火箭航天设备的企业整合为联合火箭-航天集团;二是除了科学研究机构和地面基础设施外,原本由俄罗斯联邦航天局管理的组织机构将转由联合火箭-航天集团管理;三是俄罗斯联邦航天局将作为权力执行机构予以保留,在航天业实施的项目中发挥组织者和国家订货商的作用;四是俄罗斯政府将成立火箭航天业一体化问题委员会负责行业整合,实现航天企业的股份制改造,并使其成为联合火箭-航天集团的一部分。联合火箭-航天集团将列入国家战略性公司名单,并对其进行整体估值,未来2~3年内有可能上市募股。2015年7月,俄罗斯又将联合火箭-航天集团与俄罗斯联邦航天局合并为俄罗斯航天国家集团公司。
After nearly three years of demonstration and research, on October 9, 2013, Russian President Vladimir Putin approved the aerospace industry reform project submitted by Vice Prime Minister Lovogin.
