文章根据《中华人民共和国节约能源法》及《山西省节约能源条例》,按照《国务院关于加强节能工作的决定》及《山西省固定资产投资项目节能评估和审查暂行办法》等文件的要求,按照总量控制、调整结构、节约能源、保护环境、合理布局的方针及已收集的相关资料为依据,笔者对保德乐华住宅小区商品房项目进行了节能评估。
