1991年国家计委、水利部下达以工代赈治淮专项为37100万元,淮委以(91)淮委计基字185号文向四省下达了项目计划。截止今年7月底,以工代赈计划完成14137.97万元,占整个计划的50.86％,河南、山东、江苏、安徽四省的计划完成率分别为45.95％、35.82％、35.85％、71.36％。总体上来说,完成情况较好。因为以工代赈计划是在1991年12月下达,有的具体项目计划1992年元月份才下达,而且以工代赈大规模用于水利工程建设存在着许多复杂问题,预计大部分工程今年年底能够完成。
