作为一个从农村考上大学,毕业后留在城市里工作的共和国公民,我对今年3月9日《中国青年报》上的一篇报道感触良多。报道说,国家扶贫开发领导小组副组长吕飞杰透露,中国未解决温饱的人口有2820万,其中有相当一部分居住在西部自然条件非常恶劣、基本生活条件得不到保障的地区。这些地方扶贫成本太高,不具备就地扶贫的条件,因此需要通过移民来解决贫困问题,目前需要移民的贫困农民有700万左右。那些长期生活在“老天不长眼”的化外之地的贫困农民,国家无法帮助他们就地脱贫,他们又缺乏基本的自我发展能力,无法借助高考、参军、劳务输出、婚嫁输出等方式实现移民,难道就只有眼巴巴地呆在掘地三尺也挖不到一文钱的老家受穷、等死?不能,绝对不能,老天不长眼睛,而国家必须承担对公民的责任,应当想办法把他们从那种不适合人群居住的地方解救出来。
