“城乡统筹”、“和谐”、“民生”等高频词汇已成为当今社会的主题。从党的十六届六中全会提出构建和谐社会的目标和主要任务到十七大提出“加快建立覆盖城乡居民的社会保障体系”的要求再到新近十七大三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》,这无不说明党和政府对“民生问题”、“三农问题”的高度持续关注。在此语境下,建立农村社会救助制度一方面有利于保障农民的基本生存权利,另一方面也有利于维护农村社会的稳定。现阶段我国农村社会救助中的政府责任亟需不断完善,不仅仅需要从理论上进行深入研究,而且需要我们不断地在制度创新上有所突破。本文通分析农村社会救助政府责任的现状,在借鉴域外经验实践的基础上,探讨了农村社会救助政府责任担当的路径选择。

From the Sixth Plenary Session of the 16th CPC Central Committee put forward the goal and major task of building a harmonious society to the 17th CPC National Congress put forward the requirement of “accelerating the establishment of a social security system covering all urban and rural residents” and then to the “ The CPC Central Committee’s Decision on Several Important Issues in Promoting Rural Reform and Development. ”All this shows that the party and the government are highly concerned about the“ livelihood issues ”and the“ three issues concerning agriculture ”. In this context, the establishment of a rural social assistance system is conducive to safeguarding the peasants’ basic right to subsistence on the one hand and to maintaining the stability of rural society on the other hand. At the present stage, the government responsibility in rural social assistance in our country urgently needs to be perfected constantly. It not only needs in-depth study in theory, but also requires us to make continuous breakthroughs in system innovation. This paper analyzes the status quo of the social responsibility of rural social relief government, on the basis of drawing lessons from extraterritorial experience and practice, discusses the rural social assistance government responsibility to assume the path of choice.
