伴随着改革开放的进程,市场经济发展促使利益多元化。利益主体要在经济发展中维护自身利益,就要采取各种行动,而制度正是保证各项活动在秩序范围内运行的明确界限。制度作为一种规则体系,整合各种社会力量,不断推进国家发展、民族复兴,是决定国家治理效果的关键因素。推进制度体系建设,是国家治理现代化的必然要求,也是提高国家治理能力的前提。
With the process of reform and opening up, the development of market economy has promoted the diversification of interests.
