俗话说“万事开头难”.做事是如此,写公文更是如此.公文开头难并不是高不可测的,而是有其基本方法和要求.开门见山便是公文开头的基本要求.留心公文写作的人都知道,公文冗长,质量不高的基本原因之一,是在开头以及各段的前面穿靴戴帽,可以一两句话说清的问题,偏要东拉西扯,短话长说.一篇公文好的开头,则惜墨如金,寥寥数语讲清问题.如国家税务局1988年发《关于加强发票管理和检查发票的通告》,开头是这样写的:“为了检查《全国发票暂行办法》的实施情况,加强发票管理,严肃税收法纪,维护社会主义商品新秩序,兹定于今年九月至十月在全国范围内,开展一次发票清理检查.”
