文件传阅是领导干部阅读公文的一种形式,是学习领会、贯彻执行党和国家的方针政策、上级工作部署、领导讲话等精神的重要途径。各种文件能否传阅,及时收回,不仅关系到文件精神的落实,也直接影响到文件归档立卷时是否齐全完整的一个重要因素。下面笔者结合自己在实际工作中的体会,就基层单位文件传阅中存在的间题及改进措施谈几点粗浅的认识。一、存在问题及表现1、只签不批,批文不详。主要表现在领导对阅读文件缺乏认识,重视不够,只顾忙于工作,不能合理安排时间,仔细认真阅读文件,理解精神。
