(1)注意医院的特点。医院是承担一定福利职能的社会公益性事业单位,是为人民的健康需求服务的,不是纯粹的市场行为。因此,在实施医院分配制度改革的进程中要体现以病人为中心,以工作质量为核心。实施分配制度改革是为了加强医院管理,提高经济收益和医疗技术水平,不能因此而加重病人的经济负担,对此要注重医护人员职业道德
