人武系统有时有这样一种现象:某一地区在一段时间内武装工作开展得很好,军地协调十分顺畅。可是,当军地某一方主要领导调整后,武装工怍就会出现一定程度摆不上位的情况。这种“人熟好办事”的情况虽属个别现象,但是决不容忽视。怎么办?靠感情只能管一时,靠制度方能管长远。
There are times when the armed forces system has such a phenomenon that the armed work in a particular area has been carried out well for a period of time and that the military coordination has been very smooth. However, when the main leaders of one of the military forces adjust their positions, there will be a certain degree of arming in the armed forces.
