对行政事业性收费和罚没收入实行“收支两条线”管理,是党中央、国务院为推动反腐败斗争所采取的一项治本措施。认真抓好此项工作,对全面贯彻十六大精神,深入落实“三个代表”具有重大的推动和促进作用。对此,党中央、国务院高度重视,先后多次下发专题文件,强调要下大决心,拿硬措施,作为重中之重狠抓落实。省委书记俞正声同志就我省深化收支两条线改革问题先后三次作出重要批示,要求全省采取行之有效措施,切实推进收支两条线改革。党中央、国务院和省领导如此重视此项工作,说明抓好此项工作的重要与必要。怎样才能将收支两条线改革工作不断引向深入?笔者在此谈点肤浅看法。
The administration of “two lines of revenue and expenditure” on administrative fees and fines and confiscation revenues is a fundamental remedy adopted by the CPC Central Committee and the State Council to promote the fight against corruption. Doing a good job in this work has a major role in promoting and implementing the spirit of the 16th National Congress and in implementing the “three represents.” In this regard, the CPC Central Committee and the State Council attach great importance to it and successively issue special thematic documents, emphasizing that it is necessary to make great determination and take hard measures as its top priorities. Comrade Yu Zhengsheng, secretary of the provincial party committee, made important instructions on the reform of the two lines of deepening the revenue and expenditure in our province three times and demanded that the province take effective measures to push forward the reform of both revenue and expenditure lines. The CPC Central Committee, the State Council and the provincial leaders attach great importance to this work and explain the importance and necessity of doing a good job of this work. How can the two revenue and expenditure reform work continue to lead in-depth? I talk about the superficial view.
