近年来,气候变化成为国际社会普遍关注的全球性问题。但是,固体、液体污染物排放这一严峻的环境问题却受到发达国家的刻意忽略。本文试图从排放流动性的概念入手,剖析西方国家着力推动温室气体减排,刻意回避固、液体污染物排放的意图,阐述固、液、气体污染物排放问题对我国的危害,共同应对的必要性、紧迫性和优先治理顺序,据此提出我国实现可持续发展的政策建议。
In recent years, climate change has become a global issue of general concern to the international community.
