深化企业内部改革,转换企业经营机制,面向市场挖掘内部潜力,提高经济效益,是目前不少国有大中型企业如何从困境中逐渐摆脱出来,从而实行现代企业制度的必修课。本文拟结合本厂实践,探索国有企业稳步改革的基本思路、方法和启示。 改革的思路和方法:从集权向分权过渡 在当前以建立现代企业制度为目标、着手实施改革的国有企业,正面临着新旧体制的转换和如何摆脱困境的双重压力。就我厂本身来说,由于是大型的全能型机械制造企业,经营思想的转变过程长,已有的管理机制惯性大,改革的风险系数高,职工对企业兴衰的危机感小,等等,这一切都不得不使企业在改革方面的态度慎之又慎,以致于存在观望等待的思想。
Deepening the internal reforms of enterprises, transforming the operating mechanisms of enterprises, tapping the market to tap internal potentials, and improving economic efficiency are some of the required courses for how many state-owned large and medium-sized enterprises gradually emerge from the predicament and implement the modern enterprise system. This article plans to explore the basic ideas, methods, and inspirations of the steady reform of state-owned enterprises. Ideas and methods of reform: Transition from centralization to decentralization The current state-owned enterprises, which aim at establishing a modern enterprise system and are embarking on reforms, are facing the dual pressures of the transformation of the old and new systems and how to get out of the predicament. As far as the plant itself is concerned, because it is a large-scale all-round machinery manufacturing enterprise, the transition of business ideas is long, the existing management mechanism is inertia, the risk coefficient of reform is high, the employees’ sense of crisis in the rise and fall of the company is small, and so on. All these have to make the company’s attitude in the reforms cautious, so that there is a wait-and-see thinking.
