为了充分发挥“河长制”在保护生态环境中的积极实践作用,确保河长制工作在基层形成常态化机制,避免河湖管护工作流于形式,针对目前河长制河湖管护巡查中存在的难以对基层巡查人员科学、准确地考核与监管问题,从自动化检测的角度探讨了一种基于GIS、GPS、移动互联、移动终端、可视化等技术的巡查轨迹自动检测方法.此方法对于节约人力成本、减少财政支出、提升河道管理水平、确保河长制工作的顺利开展具有重要意义,目前已成功应用于江西省河长制信息化试点项目中,该方法同时适用于汛期巡查、水利工程安全巡查等相关巡查工作中,具有普遍适用性.

It has been successfully applied in pilot project of informatization of river long system in Jiangxi Province. The method is also suitable for patrolling in flood season , Water conservancy project safety inspection and other related inspection work, with universal applicability.
