博尔塔拉蒙古自治州历届人大及其常委会十分重视和加强自治州的立法工作,20多年来,立法工作从无到有,从摸索起步到单行条例的颁布施行,实现了新突破。根据民族自治地区的政治、经济和文化特点制定自治条例和单行条例,是宪法和法律赋予民族自治地方人大及其常委会的重要职权,也是加强社会主义民主法制建设的重要内容。从1983年成立至今,博尔塔拉蒙古自治州人大常委会在制定单行条例工作上进行了积极探索。
The NPC and its standing committees of the Bortala Mongolian Autonomous Prefecture have attached great importance to and strengthened the legislative work of the autonomous prefectures. Over the past 20 years, legislative work has started from scratch and the promulgation and implementation of the regulations on individual trades have taken a new breakthrough. The formulation of autonomous regulations and separate regulations on the basis of the political, economic and cultural characteristics of a national autonomous area is an important task entrusted by the Constitution and the law to the NPC and its standing committees in ethnic autonomous areas. It is also an important part of strengthening the building of a socialist democracy and legal system. Since its founding in 1983, the Standing Committee of the Bortala Mongolian Autonomous Prefecture has actively explored the work of establishing a single-line regulation.
