红梅西村是我国第一个利用世界银行低息贷散建设的居住小区，从规划选址定点、规划方案论证、款项使用计划、施工招标投标、工程质量监理到微机跟踪管理，都是在世行代表的指导和监督下进行，并报建设都要求参加试点小区，于1994年7月获建设部颁综合金牌奖，规划设计、建筑设计、科技进步、工程质量、管理等单项一等奖，1995年又获国家建设工程鲁班奖等．本文重点介绍规划中：一切为住户着想的指导思想，超前意识，拼弃传统观念，及若干有所突破方面的经验收获．
Hongmeixi Village is the first residential community in China to use the World Bank’s low-interest-diffusion loan to build a residential community.
