这里所指的文字材料主要包括各类文件、资料、报刊、经验材料、领导讲话和地方各级党政部门主办的信息刊物等。这些材料具有来源广泛、内容丰富、传递及时、真实可靠等特点,如能将其加工提炼成信息,对各级领导掌握情况、指导工作具有较高的参考价值。 对于将文字材料转化为信息,绝不能视作“剽窃”和“抄袭”行为,因为为领导决策收集情报资料,带有明显的服务目的,与为追逐名利而进行“剽窃”、“抄袭”无任何牵挂;同时,这也是各级领导赋予信息工作者的特殊权力和应尽义务。因为任何一位领导,要想方方顾及,是绝对不可能的。只有通过信息工作者广泛涉猎,对各种信息进行筛选、精简、提炼,再展现在领导面前,才能使之以最快的速度、最短的时间获取最多的信息。实践证明,这类信息采用率高,得到领导批示交办的也比较多。所以,信息工作者在涉及这类问题时,要放弃某些顾虑,敢于、善于从他人的文字材料中吸取精华,为我所用,为领导阶层所用。
