新疆维吾尔自治区人大常委会公告(8—33)(1995年6月16日)《新疆维喜尔自治区消防条例》已由自治区八届人大常委会第十五次会议于1995年6月16日通过,现予公布。第一章总则第一条为了加强消防工作,预防和减少火灾,保护公共财产和公民生命财产安全,根据《中华人民共和国消防条例》及有关法律、法规,结合自治区实际,制定本条例。第二条自治区行政区域内的一切单位和个人,应当遵守本条例。第三条消防工作贯彻“预防为主,防消结合”的方针,坚持“谁主管、谁负责”的原则,加强消防宣传教育,提高全民的防火安全意识和自防自救能力。
Xinjiang Uygur Autonomous Region People’s Congress Standing Committee Announcement (8 - 33) (June 16, 1995) “Xinjiang Viehler Autonomous Region Fire Regulations” by the autonomous region eighth session of the 15th meeting of the Standing Committee on June 16, 1995 Is now for publication. Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the “Fire Regulations of the People’s Republic of China” and other relevant laws and regulations, in the light of the actual conditions in the autonomous region, in order to strengthen fire prevention work, prevent and reduce fires, protect public property and citizens’ lives and property. Article 2 All units and individuals in the administrative region of an autonomous region shall abide by these Regulations. Article 3 The work of fire prevention shall be implemented with the principle of “prevention first, prevention combined with elimination”, adhere to the principle of “who is in charge and who shall be responsible”, strengthen publicity and education on fire prevention, raise people’s fire safety awareness and self-defense and self-help capability.
