二十世纪九十年代,随着经济全球化、信息化的发展,人们越来越关注商品的服务及商家的信誉。在这样一种趋势下,各国政府也顺应潮流推出各式各样的服务承诺制,目的是为了提高公共服务和公共产品的品质。但是,当前行政承诺制度还不够完善,严重危及到了政府的形象。本文分三部分论述行政承诺的实现途径来完善行政承诺制度。第一部分界定行政承诺的概念。第二部解析行政承诺的实现及行政承诺存在的问题。第三部分阐述行政承诺实现的途径。从而达到妥善解决行政承诺的失败问题目标,最终实现行政承诺。
In the 90s of the 20th century, with the development of economic globalization and informationization, people are paying more and more attention to the service of goods and the credibility of businesses. Under such a trend, governments of various countries also follow the trend of launching a wide range of service commitment systems in order to improve the quality of public services and public goods. However, the current system of administrative commitment is still not perfect, seriously jeopardizing the image of the government. This article is divided into three parts to discuss the way to realize the administrative commitment to improve the administrative commitment system. The first part defines the concept of administrative commitment. The second part analyzes the realization of administrative commitment and the problems of administrative commitment. The third part elaborates the way to realize the administrative commitment. So as to achieve the goal of properly resolving the failure of administrative commitment and finally realize the administrative commitment.
