2007年,浙江省教育厅在教育强区复查时评价杭州市拱墅区是浙江“这几年发展最快、势头最好、最具活力、最具潜力”的教育强区。2007年《人民教育》第19期以《教育代表着国家的未来——喜迎“十七大”回眸“千秋业”》为题,回顾了党的“十六大”以来的教育成就,文中这样评价拱墅区教育:“拱墅区教育事业的发展,成为中国教育事业的一个缩影:随着经济的繁荣,教育已成为各级政府最为关注的民生话题之一。”这些评价反映了近年来拱墅区教育“从羸弱到强势,进而到优质均衡,并得到老百姓欢迎和社会各界肯定”的发展历程。在这一发展过程中,拱墅区教育局实施的“一校一品”学校文化品牌建设工程起到重要作用。对此,本刊记者专门采访了拱墅区教育局韩宝平局长。
