尹中卿(全国人大代表、全国人大财政经济委员会副主任委员)十二届全国人大四次会议审查的预算报告,是首次完全按照新《预算法》的要求编制的。跟去年相比,今年的预算报告在贯彻实施新《预算法》方面有了比较大的改进。比如,全口径预算编制取得了一定进展;专项转移支付不仅提供了项目预算,也同时提交了地区预算草案;在人代会之前提请财经预算审查时,有关部门提交了中央公共投资项目预算,尽管编得仍有些粗,但这是个好开端。贾康(全国政协委员、华夏新供给研究院院长)减税大家都很看重。但冷静做个分析判断,减税的空间并不大。我们现在就十几种税,大家都在呼吁大规模减税,但具体减哪些税,并没有看到具体的设计。
