近年来,在国家统计局的指导下,全国各地就研制和实施农村统计基层一套表(简称一套表)进行了不少有益的探索。就制定一套表的单位而言,省、市、县各级制定的都有。尽管制定一套表的单位级别各异,但其目的都在于克服报表多乱、数出多门等弊端,且都是以乡镇为填报单位的起点。那么,一套表由哪一级制定,是一家制定还是多家制定较为合适?本文拟就这一问题,结合一套表的实践谈点认识。
In recent years, with the guidance of the National Bureau of Statistics, many beneficial exploration has been conducted on the development and implementation of a set of tables for rural grassroots statistics (referred to as a set of tables) all over the country. In terms of formulating a list of units, there are at all levels of the province, city and county. Although the formulation of a set of units at different levels, but its purpose is to overcome the chaos statements, counting more than one drawback, and are based on the township as the starting point for reporting units. So, a table set by which level, is a formulation or more developed more appropriate? This paper is intended to address this issue, combined with a set of table practice point of understanding.
