一、建立以企业为主体、产学研相结合的企业技术创新体系,是推动自主创新的重大举措在今年一月的全国科技大会,胡锦涛总书记提出:走中国特色自主创新的道路、努力建设创新型国家。为此,省委、市委相继做出了走创新型发展道路的决定。建立以政府为引导、企业为主体、科技中介服务机构为纽带、产学研相结合的技术创新体系,是推进自主创新的一个重大举措。这个技术创新体系能否建设成功,在很大程度上决定了自主创新战略的成败,决定了工业强市战略的成败,决定了全市经济能否健康、快速发展。
