改革开放以来的历次政府机构改革一再陷入困境,本文试从博弈论的视角对这一问题从纵、横两个维度分别进行建模、分析与破解。针对地方政府与中央政府在“改”与“不改”策略上的纵向博弈、地方政府与地方政府之间在“先改”与“后改”策略上的横向博弈,分别提出改变各自博弈均衡的条件和改进策略收益的具体措施,以减小改革阻力、增大改革动力,形成新的博弈均衡,走出机构改革的困境。
Since the reform and opening up, the previous reforms of government agencies have repeatedly got into trouble. This article attempts to model, analyze and solve this issue from the perspective of game theory from the vertical and horizontal dimensions respectively. In view of the vertical game between the local government and the central government on the strategy of “changing” and “not changing”, the horizontal shift of the strategy of “change first” and “change” between local government and local government Game, respectively, to change the conditions of their game equilibrium and strategy to improve the specific measures to reduce resistance to reform, increase reform momentum, the formation of a new game of equilibrium, out of the plight of institutional reform.
