本文论述了药品回扣的原因及解决的难度，提出医疗体制改革是关键，医疗体制改革的措施是医药分业，医院面向市场政府只补助一部分医院，建主对医生的监督制度。
This paper discusses the reasons for drug rebates and the difficulty of the solution. It is suggested that the reform of the medical system is the key. The measures for the reform of the medical system are the separation of medicine and hospitals. The market-oriented government subsidizes only part of the hospitals and the construction of the system of supervision over the doctors.
