2003年全市组织工作的指导思想和总的要求是:坚持以邓小平理论和“三个代表”重要思想为指导,以学习贯彻党的十六大精神为主线,认真贯彻全国组织工作会议精神,紧紧围绕市九届二次全会提出的目标任务和全市经济工作大局,以“三个代表”重要思想统领,用改革精神推进,按照“四个一定要”的要求,坚持成功经验,积极探索创新,严格执行《党政领导干部选拔任用工作条例》,以增强党的执政能力为重点,大力加强和改进领导班子和干部人才队伍建设、基层党组织和党员队伍建设,为加快首都发展、率先基本实现现代化和在2008年成功举办一届最出色的奥运会,提供坚强的组织保证和人才支持。
