In the national construction of “One Belt and One Road”, Yunnan has the regional advantage of facing “Southeast Asia, South Asia, and West Asia”. On the basis of the experience accumulated in promoting books as Chinese Textbook for Six-year Primary School of Thailand, Chinese Textbook for Primary School of Burma and Chinese Textbook for Primary School of Vietnam “going global”, the press constructed “the publishing base facing Southeast Asia, South Asia, and West Asia” in 2013. The next year, the publishing base was awarded the “2013-2014 Major Project of National Culture Export” by the Commerce Department, the Propaganda Department of the Central Committee of the CPC, Ministry of Finance, Ministry of Culture and State Administration of Press, Publication, Radio, Film and Television of the People’s Republic of China and meanwhile was selected into the “2014 Reform and Development Project Library of Press and Publications”.
Taking the publishing base as a working platform, the Yunnan University Press establishes connections with publishing agencies in countries as Nepal, Iran, Burma, India, Vietnam, and Thailand. And now, the press is planning to publish “primary Chinese textbooks in India, Nepal and Iran”, actively promoting Chinese culture “going global”. In 2013, the project of Chinese Textbook for Six-year Primary School of Thailand got the national fund for “China Classics International Publishing Project” and the project of “Culture Exportation to Thailand” got the supporting fund of Yunnan Province for culture industry. In 2014, “the publishing base facing Southeast Asia, South Asia, and West Asia” was enrolled into the “three-year Action Plan of Culture Industry ‘going global’ of Yunnan Province” as a key project of press and publications. The projects of “telling story of China”, “export-oriented Chinese culture spreading” and plurilingual “common sense book of Chinese culture” have been selected in “Theme Publishing Project of National Colleges and Universities Presses”. Now, the related publications are being translated.
The minority culture, as a key part of Chinese culture, should also be an important content of Chinese culture “going global”. There are 16 minorities in Yunnan, which share the same origin and a strong sense of national identity. It is the best chance for Chinese minority culture to “go global”. In 2004, the Yunnan University Press also carried out some works. For example, the Yunnan Minority Culture ‘Going global’ Series——Wind of Nujiang River Zicuogua was supplemented into the publishing plan of minority languages and characters of “12th Five-Year Plan” and got the national special fund for minority languages and characters publishing with Yunnan Minority Culture ‘Going global’ Series——Voice of Nujiang River. The “culture publishing base” is not only a platform for Chinese culture “going global”, but also a medium through which to introduce excellent academic publications on Chinese culture, art and history. In 2013, the Yunnan University Press introduced Profile of Islamic History, “Islamic Culture Series” (32 volumes) and other books from an Iran publishing agency and carried out the translation, research and publishing of Nautical Map of Ancient Persia and Arab (Chinese part) with Islamic Cultural Exchange Organization. For the project, the government of Yunnan Province set up the special publishing and research fund.
In 2014, the Yunnan University Press begins the inter-translation project on academic books of other Southeast and South Asian countries so as to improve foreign countries’ knowledge on modern Chinese and Chinese philosophy and social sciences and to raise the international influence of China’s philosophy and social sciences.
Since the foreign students from Southeast and South Asia countries are continuously increasing, the Yunnan University Press published Chinese textbooks for university students of Southeast Asia countries, such as Daily Vocabulary Diagram Classified Dictionary of Southeast Asia(8 volumes) listed in national dictionary publishing plan and Chinese International Education Hierarchical Serials Textbook for Southeast Asian Countries (universal version).
In 2013, the Yunnan University Press implemented the construction of digital publishing groundwork, namely the publishing process management ERP system and realized the informatization management of complete flow scheme including “editing management” , “editing affairs management”, “publishing management ”, “financial control and management”, “logistics management” and “press affairs integrated management ”. In 2014, the Yunnan University Press launched two digital publishing projects: “federated media publishing project of Yunnan folk literature for minority people” and “web based learning platform construction for Burmese and Chinese” so as to bring transformation and personnel training with projects and to realize the process transformation of digital publishing.
According to the needs of digital publishing development, the press integrates necessary interior materials, including electronic audio and video publishing house, planning editor text editor, technical support staff to establish a digital publishing center which undertakes the electronic, audio, video and digital publishing and informatization of ERP publishing process as well as sorts and manages the material for digital publishing. The press has established a compound digital publishing team and formed a market-oriented and demand-oriented talent structure.
