1985年全国免费邮电业务总量为11681.8万元,其中中央国营免费邮电业务总量为10088.6万元。根据1986年4月份的调查资料进行推算,在全部免费邮电业务总量中,邮电通信部门使用的免费邮电业务总量约占80%以上。以此推算,1985年邮电通信部门使用的免费邮电业务总量为9345万元;其中,使用的中央国营免费邮电业务总量为8071万元。这些数字比福建省1985年全年的业务总量还大。换句话说,相当于每年有一个业务量中等水平的省,其全省邮电职工全年的劳动成果被邮电通信部门内部自行消耗掉。下面,试从统计角度,就此问题作初步探讨:
