党的十六届三中全会提出,要“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”。并且强调要“统筹城乡发展,统筹区域发展,统筹经济社会发展,统筹人与自然和谐发展”。这是一种全面的完整的科学发展观,是全面建设小康社会和实现现代化的根本指针。教育与科学发展观的关系非常密切,用科学发展观审视海宁的基础教育,具有极其重要的意义。
The Third Plenary Session of the 16th CPC Central Committee proposed that “we should adhere to the people-oriented principle, establish a comprehensive, coordinated and sustainable development concept and promote the economic, social and people’s all-round development.” He also stressed the need to “co-ordinate the development of urban and rural areas, coordinate regional development, co-ordinate economic and social development and co-ordinate the harmonious development of man and nature.” This is a comprehensive and complete concept of scientific development and is a fundamental guideline for building an overall well-to-do society and realizing modernization. The relationship between education and the scientific concept of development is very close. It is extremely important to examine the basic education in Haining with the scientific concept of development.
