实施退耕还林是改善生态环境、促进可持续发展的迫切需要,是调整农村产业结构、增加农民收入的有效途径,是拉动内需、保持国民经济快速增长的重大战略举措,是一项功在当代、利在千秋的“德政工程”、“民心工程”。自2000年8月我省启动退耕还林工程以来,国家累计向我省下达任务1231万亩,下拨资金31亿多元,已经完成788.44万亩,其中2000—2001年退耕还林141万亩已经国家验收,计划完成率、面积核实率、质量合格率均达到100%。为了确保退耕还林工程顺利实施,全省上下在实践中创造性地开展工作,积累了许多宝贵的经验。第一,层层落实责任。我省退耕还林工程实施以来,省委、省人大、省政府、省政协领导高度重视,多次深入一线现场检查、指导、督促工作。各地党政领导对工程建设都非常关注。省与市州、市州与县市区、县 Implementing the policy of returning farmland to forestry is an urgent need to improve the ecological environment and promote sustainable development.
