十六届五中全会把“加快建设环境友好型社会”明确写入《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》。这是以胡锦涛同志为总书记的党中央在科学发展观的指导下,从我国国情出发,以先进的发展理念,着力解决我国经济发展与资源环境矛盾的一项重大战略决策。这一重要目标的提出,给新时期思想政治工作提出了新的历史任务和更高要求,同时也为思想政治工作提供了新的发展机遇和广阔舞台。
The Fifth Plenary Session of the 16th CPC Central Committee explicitly put “Accelerating the building of an environment-friendly society” in the “Proposal of the CPC Central Committee on Formulating the 11th Five-year Plan for National Economic and Social Development.” This is a major strategic decision made by the CPC Central Committee with Comrade Hu Jintao as general secretary under the guidance of the scientific concept of development under our country’s national conditions and with advanced concepts of development and efforts to resolve the contradictions between our country’s economic development and resources and the environment. The formulation of this important goal has posed new historical tasks and higher requirements for ideological and political work in the new era and at the same time has provided new opportunities for development and a broad stage for ideological and political work.
