中央省部级主要领导干部树立和落实科学发展观专题研究班是为全面实施新发展观,在今年两会前向省部级要员所做的一次重要的誓师动员和思想预热,它已发出明确的信号;中央领导决心改变领导干部头脑中关于只顾经济发展的那种根深蒂固的思想。 种种迹象表明,2004年中央一号文件提出的农民增收问题肯定是今年两会最重要的一个话题。对农民增收的重视,反映出当前党中央、国务院对农村政策思路的新调整,也反映出新的发展观和政绩观的最终形成确立。
The establishment and implementation of the special seminar on scientific development concept by the major leading cadres at the central and ministerial levels is an important mobilization and prewarming of ideas for the full implementation of the new development concept and the preparation for the provincial and ministerial officials before the two sessions of this year. It has already issued Clear signals; the central leadership is determined to change the deep-rooted thinking in the minds of leading cadres about the economic development only. There are indications that the problem of increasing peasants’ income raised by the document No. 1 of the Central Government in 2004 must certainly be the most important topic for the two sessions this year. The emphasis on increasing peasants’ income reflects the current readjustment of the CPC Central Committee and the State Council on the rural policy mentality and reflects the final formation of a new concept of development and achievement.
