为深入贯彻“三个代表”重要思想和党的十六大精神,进一步加强全省各级党组织民主集中制建设,提高党的执政能力和领导水平,更好地组织和带领全省各族人民为实现加快发展、富民强省,全面建设小康社会的宏伟目标而奋斗,根据《中国共产党章程》、《中国共产党地方委员会工作条例(试行)》和《中国共产党党内监督条例(试行)》等有关规定,现就全省各级党组织特别是县以上地方党委贯彻执行民主集中制问题提出以下意见。

According to the Articles of Association of the Communist Party of China, the Regulations on the Work of the Local Committees of the Communist Party of China (Trial) and the Regulations on Supervision within the Communist Party of China And other relevant provisions, we hereby offer the following opinions on the party committees at all levels in the province, especially the local party committees at or above the county level, in carrying out and implementing the system of democratic centralism.
