(一)所谓党章思想,是有关党章本质、党章功能、党章效力的思想和观点的总和。邓小平同志在长期革命和建设的实践中,尤其是在党执政以后党的建设的实践中形成和发展了丰富、严密的党章思想。这一思想,既是党内政治生活的反映,也是邓小平同志对马克思主义经典作家和以毛泽东为代表的我党第一代领导集体关于党章的思想和观点的继承和发展。1978年12月,邓小平同志在中央工作会议上的讲话中指出,必须加强党和国家的法规建设,“国要有国法,党要有党规党法。”他特别指出:“党章是最根本的党
